Illinois Learning Technology Purchase Program
This program was developed by the LTC, ROE and ISC to form partnerships with suppliers to make available quality technology related products to Illinois educational facilities at discounts. This program is the Illinois Learning Technology Purchase Program, click ILTPP to learn more.
The E-Rate program was established in an effort to aid U.S. schools and libraries in promoting technology and obtaining affordable telecommunication and Internet services. Funding has been awarded annually since 1998. These E-rate discounts and reimbursements have become an important component to build the technology infrastructure that enhances the education experience to our students.
The amount of funding an institution is eligible for depends on their school district’s participation in the free and reduced lunch program. In order to obtain E-Rate discounts and funds, an eligible institution must be 100% E-Rate compliant and meet critical deadlines and specifications throughout the fiscal year.
The entire process is managed over multiple years from the initial application through receipt of discounts and reimbursements. The strict deadlines and procedures established by the Universal Service Administrative Company (USAC)/Schools and Libraries Division can be difficult to manage.

Technology Integration Plans (TIP) Program
Public School Districts and other educational entities are required to have an approved technology plan in order to receive state and federal funding for programs or services under NCLB as well as E-Rate. The Illinois State Board of Education (ISBE) is certified by the Universal Service Administrative Company (USAC) to approve technology plans for public school districts within the state. All public school districts holding technology plans that will expire on June 30, 2009 should begin steps now to complete and submit the three-year technology plan online to http://iirc.niu.edu by February 27, 2009. Other educational entities may use the online template to create and print a PDF of the completed plan using the online template to submit to the appropriate Technology Plan Approver (TPA) for their school type.
